Important:
Having temporary protection does not automatically entitle you to PSD (Privalomasis sveikatos draudimas – Compulsory Health Insurance) coverage.
What You Need to Know First
Adult Ukrainian citizens (as well as other third-country nationals) who:
- hold a temporary residence permit in Lithuania; and
- are studying in Lithuania,
are not eligible for state-funded PSD solely on the basis of their student status.
The following students may receive state-funded PSD:
- Students with permanent residence in Lithuania.
- EU citizens who have declared their place of residence in Lithuania.
Healthcare Rights for Students Under Temporary Protection Without PSD
If a student:
- has temporary protection; and
- is not covered by PSD,
they are entitled to:
- Emergency medical care.
- Other medically necessary healthcare services if failing to provide them could cause the person’s condition to deteriorate to the point of requiring emergency treatment.
These services are funded by the Lithuanian state budget.
When a Ukrainian Student Can Be Covered by PSD
A Ukrainian citizen with a temporary residence permit (temporary protection) may be insured under the PSD system only if all of the following conditions are met:
- They hold a valid temporary residence permit in Lithuania.
- Their place of residence has been officially declared in Lithuania.
- They either:
- are officially employed, or
- are registered as unemployed and have previously worked legally in Lithuania for at least six months.
Important:
Students in this category cannot voluntarily pay PSD contributions themselves. PSD coverage is available only through employment or eligible unemployment status, provided all legal requirements are met.
Private Health Insurance
Since foreign nationals are generally granted a residence permit only if they have health insurance or undertake to cover the cost of medical services:
- Students with a temporary residence permit may have private health insurance.
- The scope of healthcare services covered depends on the terms and conditions of the insurance policy.
